ABSTRACT

El objetivo del manuscrito es indagar sobre las posibilidades de articular la temática de la discapacidad y la perspectiva decolonial a través de una aproximación revisionista de los supuestos de la colonialidad/decolonialidad desde los estudios críticos de la discapacidad. De este modo, y por medio de un encuentro teórico de ambas perspectivas, se ofrecen nodos de confluencia a fin de brindar aportes a las discusiones presentes dentro del ámbito académico y el activismo social, visibilizando saberes, prácticas y epistemologías encubiertas por la matriz de poder moderno-colonial.


The aim of this paper is to inquire into the possibilities of articulating the theme of disability and the decolonial perspective through a revisionist approach to the assumptions of coloniality / decoloniality from critical studies of disability. In this way, and through a theoretical meeting of both perspectives, nodes of confluence are offered in order to provide contributions to the discussions present within the academic field and social activism, making knowledge visible, practices and epistemologies concealed by the matrix of power moderncolonial.

Resumo Este artigo parte dos preceitos da psicologia histórico-cultural para analisar como a deficiência é conceituada e suas implicações. Procura descrever a elaboração de um procedimento metodológico para averiguar concepções de deficiência. Feita a revisão da literatura nacional e internacional, foram circunscritas quatro concepções: orgânica, psicossocial, histórico-cultural e metafísica. Para cada uma delas foram definidas cinco asserções, dispostas em cinco pontos ordinais. A escala foi avaliada por juízes com familiaridade teórico-metodológica na temática deficiência. Foi calculado o índice de concordância entre as classificações originais dos enunciados com as marcações e retorno e revisão das classificações discordantes. Aplicações iniciais e os tratamentos decorrentes permitiram a confecção da Escala de Concepções de Deficiência (ECD).


Résumé Cet article est basé sur les préceptes de la psychologie historico-culturelle pour analyser comment le handicap est conceptualisé et ses implications. L'étude décrit l'élaboration d'une procédure méthodologique pour examiner les conceptions du hándicap. Après l'examen de la documentation nationale et internationale, quatre concepts ont été circonscrites: organique, psychosocial, historique-culturel et métaphysique. Pour chaque concept, cinq assertions ont été définis et organisées en cinq points ordinaux. L'échelle a été évaluée par des juges ayant une connaissance théorique et méthodologique des handicaps. L'index de la concordance a été calculé entre les classifications originelles des énoncés avec des marques, et le retour et la révision des classifications dissonants. Les applications initiales et les traitements résultant ont permis de concevoir l'échelle de conceptions de déficience (ECD).


Resumen Ese artículo parte de los preceptos de la Psicología histórico-cultural para analizar cómo la discapacidad es conceptuada y sus implicaciones. Se busca describir la elaboración de un procedimiento metodológico para averiguar concepciones de discapacidad. En el artículo se efectúa un análisis crítico sobre la relación de la sociedad con la persona con discapacidad, y su objetivo es describir la elaboración de un procedimiento metodológico para detectar las concepciones sobre la discapacidad. Una vez realizado el estudio de la literatura nacional y extranjera, se delimitaron cuatro concepciones: orgánica, psicosocial, histórico-cultural y metafísica. Para cada concepción se definieron cinco categorías organizadas en cinco clases ordinales. La escala fue evaluada por jueces que tienen pensamiento teórico-metodológica cercano al tema de la discapacidad. Se calculó el índice de concordancia entre las clasificaciones originales de los enunciados con las señales y la devolución obtenida, así como la revisión de las clasificaciones discordantes. Las aplicaciones preliminares y las indicaciones resultantes posibilitaron la elaboración de la Escala de Concepciones sobre la Discapacidad (ECD).


Abstract This article is based on the precepts of historical-cultural psychology to analyze how disability is conceptualized and its implications. The study describes the development of a methodological procedure to identify conceptions of disability. After a review of national and international bibliography, four concepts were circumscribed: organic, psychosocial, historical-cultural and metaphysical. For each concept five assertions were defined and arranged at five ordinal points. The scale was evaluated by judges with theoretical-methodological familiarity on disabilities. It was calculated the index of agreement between original classification of utterances with marks, and the return and review of opposing classifications. Initial applications and resulting treatments allowed the conceiving of the Conceptions of Disability Scale (CDS).

Abstract: Some interpretations frequently argue that three Disability Models (DM) (Charity, Medical/Rehabilitation, and Social) correspond to historical periods in terms of chronological succession. These views permeate a priori within major official documents on the subject in Mexico. This paper intends to test whether this association is plausible by applying a timeline method. A document search was made with inclusion and exclusion criteria in databases to select representative studies with which to depict milestones in the timelines for each period. The following is demonstrated: 1) models should be considered as categories of analysis and not as historical periods, in that the prevalence of elements of the three models is present to date, and 2) the association between disability models and historical periods results in teleological interpretations of the history of disability in Mexico.


Resumen: Se argumenta que tres modelos de discapacidad (de prescindencia, médico/rehabilitador y social) se corresponden con periodos históricos en sucesión cronológica. Esta visión a priori ha permeado dentro de los principales documentos oficiales sobre el tema en México. El presente trabajo se propone probar si esta asociación es plausible, mediante la aplicación de una metodología de línea temporal. Se diseñó una estrategia de búsqueda con criterios de inclusión y exclusión en bases de datos para seleccionar estudios representativos, con los cuales se retomaron hitos a representar en la línea temporal por cada periodo. Se muestra que los modelos deben plantearse como categorías de análisis y no como periodos históricos, dado que: 1) existe prevalencia de elementos de los tres modelos en la coyuntura actual y 2) la asociación entre modelos y periodos da lugar a interpretaciones teleológicas de la historia de la discapacidad en México.

ABSTRACT

Resumen Durante las dos últimas décadas de la dictadura franquista, las personas con discapacidad intelectual se convirtieron en objeto de preocupación de la sociedad española y protagonizaron un debate en el que participaron el Estado, la Iglesia, algunos grupos profesionales y sus propias familias. Este debate estuvo alimentado por ideas que circulaban en el contexto internacional y que defendían el derecho de estas personas a incorporarse a la sociedad y a disfrutar de las mismas oportunidades que el resto de los individuos. El objetivo de este trabajo es identificar las circunstancias que favorecieron la aparición de esta preocupación y apuntar los elementos que sirvieron para configurar los discursos y guiar las prácticas sobre la discapacidad intelectual desarrolladas en el segundo franquismo.


Abstract During the last two decades of the Franco dictatorship, intellectually disabled people became an object of concern on the part of Spanish society and the center of a debate involving the state, the church, certain professional groups and families of those affected. This debate was stoked by ideas circulating in the international setting about the right of the intellectually disabled to integrate into society and enjoy the same opportunities as other individuals. This article seeks to identify the circumstances that led to the emergence of this concern and to note the elements that helped construct the discourses and govern the practices on intellectual disability that developed during the later years of the Franco regime.

ABSTRACT

Analisam-se os sentimentos de compaixão e piedade diante da deficiência física, valendo-se da história do corpo anormal no Ocidente e das interpretações do sofrimento do Outro. Este corpo será alvo do Estado frente às mutilações bélicas e industriais. No século XIX, solicitam-se tolerância, compaixão e igualdade dos corpos em tensão com representações e práticas hierarquizantes das perfeições corporais e submetendo desvios a intervenções. Tais ambiguidades mobilizam sentimentos na confluência do individual/coletivo, do natural/sociocultural; podendo transmutar-se em virtude ou tecnologia de poder. A exegese do sofrimento pode implicar em generalizações e superficialidades enquanto que valorizar o singular e o oculto da experiência favorece a universalização da dignidade humana nas relações heterogêneas.


Feelings of compassion and pity for physical disability are analyzed by assessing abnormal bodies in the West and interpretations of the sufferings of the Other. The State will target this body as well as wartime and industrial mutilations. In the nineteenth century, tolerance, compassion and body equality were required, becoming imbued with hierarchizing representations and practices of bodily perfection submitting deviations to intervention. Such ambiguities mobilize sentiments at the confluence of the individual/collective and the natural/socio-cultural and can transmute into virtue or technology of power. The exegesis of suffering may result in generalizations and platitudes whereas valorizing the singular and occult sides of experience favors universalization of human dignity in heterogeneous relations.

ABSTRACT

One Woman's journey through the Trials and Triumphs of Disability, Disabled Peoples International 8th World Assembly 2011 Durban, South Africa, October 10­13, 2011. When embarking on my career as a teacher at a special school in South Africa, I never thought that a motor vehicle accident would place me in the position where my learners with disabilities suddenly saw me as an ally. Little did I realise the chasm that exists between able-bodied people and people with disabilities, or the remarkable role I would find myself in whilst actively addressing disability and Inclusive Education issues. My experiences with disability in South Africa drew encouraging attention from delegates at the Disabled People's International 8th World Assembly when I shared my story. The resounding positive response affirmed that my experiences are not unique to nationality, gender, race or age, and are typical of the time and country in which I live, where people with disabilities are considered to have little potential, and woman with disabilities are further marginalised. In the infancy of our democracy, we are still in the early days of attending to equity amongst all South Africans. This story comprises both a narrative and a graphic presentation which run parallel, although not always telling an identical story; they complement one another and should be experienced simultaneously. Ultimately, it relates the success that can be achieved by pro-active people with disabilities as members of the South African society within their own spheres of knowledge and skill to change attitudes and practices of people without disabilities in education and local communities

ABSTRACT

Analisa criticamente as formas como a diferença notada nas pessoas com deficiência foi percebida e tratada, desde a Antiguidade, nos âmbitos social, educacional político e terapêutico, até alcançar as mudanças observadas no país em décadas recentes. Para designar as pessoas com deficiência, independentemente do tipo ou grau da deficiência, utilizam-se os termos 'diversidade funcional' e 'diferença funcional', que não enfatizam os aspectos negativos, comum na terminologia vigente. Com base em levantamento historiográfico, apresenta a influência do pensamento religioso e das práticas nele fundamentadas, bem como a do desenvolvimento da medicina e da noção de normalidade, sobre a imagem social das pessoas cujos corpos apresentam alguma diferença funcional.


The article offers a critical analysis of how the differences displayed by people with disabilities have been perceived and dealt with in the social, educational, political, and therapeutic realms from ancient times until recent decades, when changes have been observed in Brazil. Whatever the type or degree of disability, we now use the terms 'differently abled' and 'different abilities', reflecting a current trend in terminology that avoids placing emphasis on negative aspects. Based on a historiographic survey, the article indicates how religious thought and practices and the development of medicine and of the notion of normalcy have influenced the social image of people whose bodies are differently abled.

The disease environment, health problems and causes of mortality of enslaved Barbadians are described. Data are derived mainly from documentary sources; also included are bioarchaeological data from analyses of skeletons recovered from Newton Plantation cemetery. Major topics include infectious diseases trans-mitted from person to person, as well as those contracted through water, soil, and other environmental contaminations, and diseases transmitted by insects, parasites and other animals; nutritional diseases, including protein energy mal-nutrition, vitamin deficiencies, anaemia, and geophagy or "dirt eating"; dental pathologies, lead poisoning, alcoholism, traumas, and other disorders, including psychogenic death or illness caused by beliefs in witchcraft or sorcery.


Se describe el ambiente de enfermedades, problemas de salud y causas de mortalidad de los barbadenses esclavizados. Los datos proceden de fuentes documentales, e incluyen también datos bioarqueológicos a partir del análisis de esqueletos recuperados del cementerio de la Plantación Newton. Los asuntos principales incluyen las enfermedades infecciosas transmitidas de persona a persona, así como aquellas contraídas por el agua, el suelo, y otros medios de contaminación ambiental. Asimismo se incluyen enfermedades transmitidas por insectos, parásitos, y animales; enfermedades nutricionales, incluida la malnutrición energético-proteica, las deficiencias de vitaminas, la anemia y la geofagia o el "comer tierra", las patologías dentales, el envenenamiento por plomo, el alcoholismo, los traumas, y otros trastornos, incluyendo la muerte psicogénica o las enfermedades causadas por creencias en la brujería y la hechicería.

Diante das diversas pesquisas sobre as questões das pessoas com deficiências e seus corpos, este ensaio tem como objetivo analisar o ser humano classificado por seu corpo deficiente no passado, eficiente no presente e diferente no futuro. Consultando vários autores, apresentamos uma retrospectiva histórica do corpo deficiente no passado, uma análise das principais abordagens da Educação Física no trato com o corpo eficiente no presente e uma reflexão sobre o corpo diferente no futuro. No passado, confirma-se a exclusão dos corpos deficientes, historicamente renegados, inferiorizados, subestimados, estigmatizados por décadas. No presente, evidencia-se a eficiência desses corpos a partir do momento em que lhes são dadas oportunidades de participação. No futuro, presumi-se corpos diferentes, respeitados em sua complexidade, compreendidos como seres humanos que, em sua totalidade pensam, sentem, aprendem, deslocam-se através do movimento no tempo e no espaço com uma intenção, vivem a própria história em busca da superação, transcendendo a cada oportunidade vivida.


Given the various research on issues of people with disability and their bodies, this essay aimed to analyze the human being whose body was classified as deficient in the past, efficient at present and different in the future. Consulting various authors, we present a historical retrospective of the disabled body in the past, an analysis of the main Physical Education approaches in dealing with the efficient is body and a reflection on the body seen as different in the future. In the past, the literature confirms the exclusion of disabled bodies, historically marginalized as inferior bodies, underestimated, stigmatized for decades. As soon as they are given opportunities to participate, this view changes to efficient bodies. In the future, the assumption is of different bodies, respected in their complexity, understood as human beings, in their full capacity to think, feel, learn, transferring through movement in time and space with clear intention, whereby they will be able to live their own story as they seek to overcome limitations, transcending every opportunity they experience.

This article is about a historical research, based on documental sources, whose analysis made the history of Rosário Farm emerge. ABSTRACT

Discute a questão da autodeterminação de pessoas com deficiência, sem comprometimento das funções cognitivas. Traz como pano de fundo a história de Vincent Humbert, francês de 22 anos que ficou tetraplégico, cego e mudo após um acidente automobilístico. O sofrimento intenso do rapaz durou vários meses, resultando em insistente pedido de eutanásia aos médicos e à sua mãe. A morte de Humbert, após uma tentativa frustrada de eutanásia praticada pela mãe, reabre a polêmica em torno da eutanásia e do suicídio assistido. Partindo desse contexto, apresenta aspectos históricos da deficiência e analisa criticamente a autonomia e a eutanásia de Humbert.


This work has the objective of discussing human self-determination among handicapped people with unaffected cognitive functions. The background for the article is the history of 22 year-old Vincent Humbert, who became tetraplegic, blind and speech-impaired after a car accident. The young man intense suffering lasted for several months and resulted in an insistent request for euthanasia to his mother. Humbert's death, after his mother's unsuccessful effort to conduct the euthanasia, restates the polemics concerning euthanasia and assisted suicide. In this context, the article presents historical aspects of human handicap and critically analyzes Humbert's autonomy and euthanasia.

Este artigo pretende contribuir com uma reflexão mais crítica dos indivíduos em relação ao preconceito existente à pessoa com deficiência. Assim, descreve-se o percurso histórico desta população, ressaltando as diferentes posturas como: marginalização, assistencialismo, educação, reabilitação, integração e inclusão social, para melhor compreensão dos valores que muitas vezes podemos estar reproduzindo sem nenhum questionamento crítico e coerente, pois nos foram transmitidos no processo de socialização. Conclui-se que quando o processo de reabilitação está baseado no paradigma de inclusão, este poderá trazer maior possibilidade para que o indivíduo reflita sobre os valores que a cultura pode ter com relação à deficiência e, assim, se torne um agente de mudança no contexto social.


The present study aims at providing a more critical analysis of the individuals regarding the existing prejudice against disabled persons. Thus, the historical course of this population is described, pointing out the different attitudes such as marginalization, assistencialism, education, rehabilitation, integration and social inclusion, to better understand the values that are many times reproduced without any critical and rational questioning, as they were passed on to us during the process of socialization. We conclude that when the rehabilitation process is based on the paradigm of inclusion, it will be more likely for the individual to reflect on the values that the culture presents in relation to the disability and therefore, become an element of change in the social context.

El Ministerio de Salud, con la asistencia técnica de la la representación de la Organización Panamericana de la Salud (OPS) en Nicaragua, se complace en poner a la disposición de Organismos, Instituciones y personas que trabajan en rehabilitación de las personas con discapacidad, toda la información necesaria que permita avanzar en equiparar las oportunidades y mejorar las condiciones de vida de las personas con discapacidad, no sólo en beneficio de éstas, sino también el resto de sus fmailiar y la comunidad a la que pertenencen. Además difunde las características particulares de la situación de la discapacidad con el fin de lograr la equidad y la incorporación al desarrollo de este importante grupo poblacional. Por ello no bastan las medidas de rehabilitación, sino que se requiere un gran esfuerzo colectivo para transformar actitudes y derribar barreras que impiden la plena integración de las personas con discapacidad a la sociedad y que se le permita tener una visión holística de las características de la población con restricciones de la participación y limitaciones de la actividad, pero esto, no solamente se encuentra la perspecitva de la salud, sino también desde la educación y el acceso al trabajo, así como la accesibilidad a espacios públicos.
